I need help figuring out a definition for semisexuality

So I need help with a few things for a project. Since this is DG I thought I'd come here as well as AVEN for this question:

I have two very different definitions in here:

semisexual is somebody who is fluid in regards to sexual attraction.

and

a semisexual is for all intensive purposes sexual, but they have no desire to act on that attraction.

I'm pretty sure either one or both of them are wrong. The problem is, I'm not sure which one.

Semisexual is to libido and sex drive as demisexual is to attraction and sexual desire for a specific person.

Basically, as we understand it, a semisexual person is typically nonlibidinistic, simply lacking much in the way of a sex drive, but if they develop emotional closeness or sexual attraction to somebody, then it becomes possible for them to have an active drive for sex.
